As far as I can tell, that is correct. The reason could possible be that the QP is restricted to Canadian bred 3 year olds and a graded stakes needs to open to all. That's just my guess.
Even though not graded, the QP has a few good things in its corner. It has a purse of $1 million. Even in Canadian $$, that's not chump change. It is Canada's oldest thoroughbred race, having been founded in 1860. One source calls it the oldest continuously run race in North America (perhaps because major US horse racing took a hiatus during WWII). It is the first race in the Canadian Triple Crown. This year's race is likely to attract a field of 14 entrants. The undercard doesn't look too shabby either.
