I would venture to say that a smaller racing operation could actually break even (at the very least) by breeding to a stallion such as Pioneering and Slew City if they were looking for a productive colt or filly that could actually hit the board a few times in order to "pay for themselves."

This is why it looks like the breeding is the driving force and the actual racing is just a byproduct, In my opinion it should be the other way around but the money talks and no one cares about my opinion.
