This would solve 50% of the problems in racing. The problem is the most successful trainers and owners are often the best cheaters. They aren't going to allow it.

No that won't solve anything. Until the owners can be criminally prosecuted and have their assets frozen and eventually taken away for fraud, nothing will change. Trainers are expendable.

I believe that those penalties will not stick. NJ had a similar case a year or so ago and the guys wound up with much lesser penalties
