does anyone know the law in new york pertaining to pick 3.s?
in the 5th at belmont i bet a 10 dollar pick 3
10//4-5//5-6-9-10
the 10 won
but the 5 got scratched at gate in 6th
do i get post time favorite
or if one of the 4 horses i bet in the 7th[5-6-9-10] win
would i get a conso?

In the event of a late scratch before the first leg of the Pick Three, the bettor receives a refund. In the event of a late scratch after the running of the first leg, a consolation payoff is paid to bettors with winners in the other two legs.
