Actually, it's not. The networks have typically owned the rights to the Woodford and Manhattan but elected not to show them, resulting in a TV blackout for the races. If they aren't going to show them, don't buy the rights to the races and let someone else air them.

Yeah, it's sort of like an Irish Pub telling their regulars that they can't have beer between 4:00 and 5:00 PM on St. Patrick's Day so they can accomodate the scores of college kids that are there for one day and never come back.
