Lava Man and Drugs

Here is a simple question that is not going to have a simple answer:

If Lava Man's owners and trainers know this horse cannot run without the benefit of certain drugs, why do they continue to ship him out of state knowing what the end result will be?

I am not so naive as to think that there is a certain level of impropriety going on in this business, but why would anyone want to spend the money to ship a horse across the country or around the world knowing that the horse does not have snowball's chance in hell of competing?
