Aleo called it a rumor, so I wouldn't be quick to say he was necessarily placing any blame.
As far as spraying for rats, Santa Anita hires out pest control companies that spray around the barn area and set baited traps all over the place.
In general, I wouldn't count on racetrack management to display or consider any horsemanship when making those sorts of decisions, especially as far as the maintenance crew is concerned.
