Saratoga Paddock

Anyone know why NYRA has installed all wood fencing from Union Av. to the Paddock VS the white vinyl that was there? Drove by yesterday and it is very visible from the road. Would think wood would be more expensive to maintain (paint/replace as needed) and the ongoing scribbling of names, etc. And quite frankly what was wrong with the vinyl?
