Who was the jock from NY with 1 BC ride Steve mentioned?

Steve was talking about how he looks for Jocks on these big days with just one ride. Specifically mentioned a jock who "reminded NY Jocks how to ride speed"
Thought I wrote down who he said but can't find it in my notes. I know there are several jocks with 1ride but looking for the one he first mentioned.
Any help appreciated
