That horse has a fabulous pedigree. Not only is he by Sunday Silence, but his dam is by Seattle Slew & out of a Herbager mare. Talk about being bred to run 10f! I assume his fee is reasonable because, well, he never won a race.
His conformation isn't the best, but most horses with strong Slew bloodlines don't have the best of conformation. (That I've noticed.) For that fee, I'd give him a shot.
