The rules are not in the state best interests. You do realize that the states are on the hook when the govt money expires? Where will that extra revenue come from? It would be like me signing you up for an expensive club that you dont want to belong to and paying for 2 years dues for you. Yet the contract states that YOU must continue to pay the dues after that and the prices will go up regardless of your needs or desires.
