He did the subtle herding which drives me nuts, which jockey's get away with constantly, where he comes out just enough to intimidate the horse behind him but not enough to interfere and keeps forcing the horse challenging him to go out but not get enough momentum or courage to go by.

I agree you can say that. If the stewards refuse to do anything about it then it is a smart move on the jockey's part to do it. Castellano is one of the best in the game with that move.
