Canadian bets

Are bets made in Canada on US simocast made with Canadian dollars or a US dollar. At Lonestar I have alwayst just used my good old US cash on Woodbine races. I might be dumb but I always felt 5/1 was the same in yen ,peso , euro or what ever. The reason I ask , is I was reading a letterto the editot in the drf last week voicing a complant about the screwing canadians take at the windown playing Belmont pk6s. As long as you get paid in the same dollar as you bet how can there be a differance?
