West Coast v East Coast - Speed

I just got off the phone with the buddy and we were talking about the BC Sprint. I for one like Henny Hughes and Kellys Landing is my dark horse in this race. However, my buddy absolutely loves Bornordaro. He kept saying that Bor. has west coast speed which is totally different from East Coast speed. I kept saying, well they are running on an East Coast track which, at times, dilute West Coast speed. My question is this--is there really that big of a difference between East and West coast speed?
