Yeah, I wish they had made the exchanges active in 2013, rather than 2014, but they needed the gear up time.
Are are a couple of Republican governors who have simply refused to do that (set up the exchanges) so those folks in those states will have to suffer a bit longer than everyone else. At least the caps on premium abuse kicked in this year, so the privates can't overcharge you excessively any more. Obamacare is not a big federal health system, each state sets up their own Obamacare system within their state (yay, states rights!) Some states have already set up their exchanges, others are working on it
