How does a name like Sumting Wong, get by the Jockey Club? Is it not racist in nature?

Was there a split in the variant that resulted in the 83 - 84 Beyer between the Plate Trial and the Oaks at Woodbine? I read the Oaks ran almost a full second quicker?
