Default Multi race wagering

The recent thread about resurrecting the twin exacta and in particular the ticket exchange, where a bettor would exchange his winning ticket in the first leg to play the next leg, has me wondering why multi race wagering has always been sort of a blind, or handcuffed wager, where I have to commit my money to future wagers without the benefit of seeing the odds or the horses of the upcoming races.

Using a ticket exchange format in a pick-4 for example, a player could have his choice of which horses he wants to choose in every leg after seeing the horses on the track as well as the odds of all contenders.


Currently a p-4 bettor presents his wager like this: ( $1 base )
1 / 2,3 / 4,5,6 / 7,8,9,10,11,12...... $36... He is committed to those horses prior to the running of the first leg no matter what future events may occur in the other legs. A muddy track, a pace contender scratched changing the dynamics of a race,etc., make this investment less inviting than it has to be.

Instead he presents his ticket like this:
#1 36 units ( for lack of a better term ) $36.

Now he has some leverage. Using a ticket exchange method he not only can choose which horses he wants but can format his wager in any number of ways.

The remaining 3 legs could be laid out:
6x2x3
3x6x2 or if he chooses
4x9x1
1x3x12
3x3x4
6x1x6 etc.

The way the exchange would work you would turn the ticket in and choose the number of horses you want in the next leg. Again there are no restrictions on how you format the final two legs until post time for those races.
There is no commitment prior to the first leg except the $36. The remaining legs all can be played out with up to the minute changes.
