I suggest NYRA pull out it's organization chart and figure out who is responsible for timing the races and start there. Fire HIS boss.
Someone has to be accountable.

Here is what you could have posted...Andy, can you please help us to understand how NYRA times races? We all would benefit if races were timed accurately, and as a patron of NYRA and racing, I am furious that timing a race in 2021 is problematic. This has to be addressed. Who can I appeal to help this happen?

Do you think Serling wants to waste his time grinding shitty data? I have known these guys for 20+ years. How many times do you think (CJ, Andy) talked about this? Let me help 50+..
