NYRA Rewards

In the past I have funded the account through EFTs in order to get ready for Saratoga. Prefer this to carrying the cash up on opening day. I used to do it over the phone and it was not working and then went to the website and it says EFTs are only available for NY residents. Anyone know if out of state members can no longer fund their account through EFTs?
