Can someone please let me know why the pick 3 at woodbine starting in race 6 paid out to all in the last leg? I am baffled and don't know the answer.

8th was originally sched for turf

The 8th was originally scheduled for turf, but because of poor weather was taken off the turf after the 6th had started. So because bettors had put in their pick 3 thinking the 8th was a turf race, they made the 8th an all for the pick 3 because of the surface change.
