I'm sure if I went back and read every thread pertaining to NYRA and the OTBs that I could get a clear understanding of all the issues that cause New York to be totally screwed up, but in the interest of time and my own laziness....
If anyone wants to educate me as to the relationship between NYRA, the State of New York, the OTBs, etc., and why everything is (seemingly) so screwy, I would appreciate it greatly.
