Preakness rules?

Every year people gripe about an also eligible list and things like that for the Derby and every year they say no we're not going to. When are they able to make decisions regarding rules for Preakness entry and when would the cut off date be for changes?

I know there's a convoluted thing about not being able to keep out the top 5 or so Derby runners, and the top 7 are graded earnings, then something about after that total earnings and all of it being ahead of horses that weren't 'properly nominated' (whatever that means although we all assume it's TC nominated, not supplemented horses).
