Default The All New Health Care Plan

Only a couple things of concern.

1) In step 1 we are now going to 'expand' Medicaid? Is this the same Medicaid we were going to take 2/3 of 'waste money' from?
2) Staying with Step 1 we are now going to raise taxes instead of taking the wasted money from Medicaid?
3) In Step 2 we are going to 'fine' people with no health insurance? I presume those with no income paying no taxes are going to be 'given' health care but a middle class person who is barely paying for everyday expenses including taxes will now be forced to buy a policy? We need numbers on this one. Just curious, if the Gov. won't be keeping any health records how will they determine who has insurance and who doesn't?
4) Then we're going to Cap out of pocket payments and force insurers to write policies regardless of pre-existing condition. How much will this raise premiums or will the individual w/the condition be required to pay the premium?

The first thing that should be done is to ban all drug ads from TV, it's getting out of hand.
