Looked up the list of offending countries and its shocking

Algeria, Bahrain, Cuba, Equatorial Guinea, Iran, Kuwait, Malaysia, Myanmar, North Korea, Oman, Qatar, Saudi Arabia, Sudan, Syria, Uzbekistan and Venezuela.
