Good Luck to them. Don't think it'll happen though.

The KY racing commission loves to pass emergency regulations that garner them supposedly positive PR yet are neither emergencies or even practical rules. Forcing every rider, not just jockeys, to buy a particular brand of helmet when the helmets that were being used are clearly acceptable was the first step. Now they are trying to mandate a different type of vest. Of course they aren't supplying any funds to defray the cost of the new equipment which isn't really any better than what is currently being used. These people love to throw out 'safety' and 'protection' as the reasoning to back any proposal they put out there regardless of how large of a waste of time or money that it is.

As for the ad's, it is ridiculous that it still remains an issue. And people wonder why real change in this business is impossible. These two sets of dopes can't even decide how to split up free money.
