Pros
Bound Brook Mayor Carey Pilato gave the flood mitigation project "a high passing grade."

"The (Raritan) river level was at or maybe more than Hurricane Floyd. The difference here is because of the flood control project, there are only pockets of places flooding in Bound Brook," Pilato said. In 1999, "we almost instantaneously lost one quarter of the town."

Cons
Col. John Boulé of the Army Corps acknowledged that while project helped prevent major flooding, it also failed in some ways.

"This system was made for a 150-year storm, and this was a 500-year flood event. The magnitude of the storm, of course, was going to overpower the system," Boulé said during a tour of the flooded areas.

Another problem, he said, was that water unexpectedly seeped through the bottom of one of the closed flood gates. The fact that the project is not complete, was also a problem, he said, noting that flood gates have yet to be installed near the rail line.

Boulé called it "a major disappointment’’ the system had been overtaxed during the hurricane

Jim Bremmner, a chiropractor and a member of the Bound Brook Area Chamber of Commerce agreed. "It didn’t go very well, but it was better than the last time," he said. "I am not an engineer. From what I have heard, we’ve spent a lot money for it to still flood."

My Take
Flooding is a Zero Sum Game witnessed by the fact that Manville NJ the next town down from Bound Brook not included in the flood wall project had their WORST FLOODING EVER. Guys a flood wall doesn't cause the water to evaporate, it will flood the next town down that doesn't have a wall and subsequent towns. Have we now started a flood wall race at 300 Million per pop of our money where every town needs a flood wall all the way to the bay?
