The only question was whether Hialeah could qualify, as it was not running when slots were authorized in Dade. The Legislature said it could, and the FL Supreme Court agreed. But until other counties get that local option--which will require another FL constitutional amendment--they ain't getting slots. The FL constitution does not allow it. By the way, that 2004 amendment passed 50.8% to $49.2%. But since then, by another constitutional amendment (in 2006), it now requires a 60% vote to amend the FL Constitutional amendment. I see no will for that on this subject (between the Mouse and the Jesus people), but if that happens it will be years of litigation. |
